Whether you need a visa to travel to Belgium depends on your nationality and the duration of your stay. All information is available on the website of the Belgian Immigration Office.
Please note that the Embassy of Belgium in Sweden does not issue visa.
EU-citizens do not need a visa for Belgium.
Third-country nationals residing in Sweden
Third-country nationals residing in Sweden: apply at the Embassy of Belgium in Helsinki, Finland.
You need a valid residence permit to be able to apply for a visa for Belgium. In case it has expired, you first need to apply for an extension at the local authorities.

Medical certificate
Visa applicants can consult any doctor of their choice to have the medical certificate filled out and signed. The completed and signed medical certificate then needs to be legalized with an Apostille by a Swedish Notarius publicus. -
Criminal record
A certificate attesting to the lack of any convictions for crimes or offences under common law needs to be ordered directly from the Swedish Police. Make sure to request the certificate in English.
Third-country nationals residing in Latvia:
Third-country nationals residing in Latvia: apply at the Embassy of Belgium in Warsaw, Poland.
You need a valid residence permit in Latvia to apply for a visa for Belgium. In case it has expired, you first need to apply for an extension at the local authorities.

Short stays in Belgium
Within the Schengen zone, a valid passport together with a valid residence permit of a Schengen country allows a third country national for a short-term tourist visit to Belgium (less than 90 days) and therefor it is not necessary to apply for a short term visa.
